There are hereby created and designated the following committees, for the purpose of advising staff, providing consultation concerning the development of physical and financial plans and related agreements and ordinances in their respective areas of interest, and making recommendations for appointments to boards and commissions:
(1) 
Utility subcommittee.
(2) 
Planning/economic development subcommittee.
(3) 
Transportation/public safety subcommittee.
(4) 
Nominating subcommittee.

Each subcommittee shall consist of a minimum of five persons who shall include the mayor, two councilmembers appointed by the mayor, the city manager, and his staff designee.

Members of these committees, which have been appointed by council, shall be subject to removal from the committee by the city council, upon a majority vote, for any cause deemed sufficient for their removal, in the best interest of public service.

It shall be the duty of the city manager to make periodic reports to the city council.
