There is hereby established a board to be called the veterans memorial advisory board, which shall consist of seven (7) regular voting members for the purpose of establishing a policy and procedure for the inclusion of names on the memorial and to review submitted names on an annual basis.

(a) 
The board shall consist of seven members, each of whom shall be appointed by the city council and shall serve at the desire of the city council.

Each appointed board member shall be a resident of the city.

Four (4) members of the initial board shall serve one (1) year terms and three (3) members of the initial board shall serve two (2) year terms. The initial board members’ terms shall be chosen by lot. Thereafter, each successive board member shall serve a two (2) year term after appointment by the city council. All new terms shall be effective January of each year. Board member term limits are set at six (6) consecutive years or three (3) consecutive two (2) year terms.

Any board member may be removed from office by the city council with cause and at-will. A board member who fails to attend three (3) regular meetings in succession without notifying the chairperson in advance or who has four (4) absences in a twelve (12) month period will be considered to have automatically resigned from the board.

The board shall hold meetings on an “as needed” basis on dates agreed upon by the board members. A quorum of not less than four (4) board members must be present for the transaction of business. All meetings of the board shall be open to the public and posted in accordance with state law.

The board is an advisory board only and shall not have any final decision-making authority.
