Public tennis court.
A paved flat surface area that is either independently or jointly owned by either the city, or the Midlothian Independent School District, which is specifically designed marked and designated for playing a game of tennis.
Public tennis court facility.
A land area upon which is constructed one or more public tennis courts along with associated amenities such as, but not limited to, designated parking areas, fencing, pedestrian sidewalk areas, spectator areas, concession facilities, restroom facilities, and landscaped areas which serves to facilitate the playing and observation of the game of tennis.
Tennis.
A game played with rackets and a light, elastic ball by two players or pairs of players on a rectangular tennis court divided by a low net. Tennis is played indoors and outdoors, on hard-surface, clay, and grass courts.

(a) 
Public tennis courts shall be used only for the practicing and playing of tennis. The use of tennis courts for nonrelated tennis activities, which shall include, but not be limited to, skateboarding, roller-blading, roller-skating, kickball, football, soccer, volleyball or handball shall be prohibited on a public tennis court.
(b) 
Proper tennis attire is required for any person using a public tennis court, including proper tennis shoes. Cleats, black-soled shoes, and shoes with any type of wheels are not permitted on the public tennis court.
(c) 
No pets of any type shall be permitted in or on a public tennis court.
(d) 
Public tennis courts shall be used on a “first come, first served” basis unless a reservation has been made and the reserving party must be able to show the appropriate executed rental form to prove that the court was rented. During the school year MISD practice and events shall take precedence over all other league play and associated events. A schedule will be submitted to the city annually immediately upon development for review and implementation. Beyond MISD practice and events, league play and association events shall have a first right-of-use of a public tennis court.
(e) 
No alcoholic beverage of any type shall be permitted at a public tennis court facility.
(f) 
Littering shall be prohibited at a public tennis court facility.
(g) 
The playing of loud music shall be prohibited at a public tennis court facility.
(h) 
No use of profanity or vulgar language shall be permitted at a public tennis court facility.

(a) 
Any violation of the terms of this division is declared to be a misdemeanor, and any person found to be guilty thereof shall be punishable by a fine as provided in section 1.01.009. Violation of or noncompliance with any other code provision or ordinance, the penalty may not exceed five hundred dollars ($500.00). Each day that such violation continues shall constitute a separate offense and shall be punishable accordingly.
(b) 
Any complaints or violations of the terms of this division shall be reported as an informal complaint to an on duty supervisor with the police department.
