(a) 
It shall be unlawful for any person, firm, or corporation to erect or cause to be erected any temporary structure composed wholly or partly of canvas or similar material to be used as a place for any carnival or circus inside the city limits.
(b) 
It shall be unlawful for any person, firm, or corporation to erect or operate any rides, games of chance or shows that are commonly considered to be part of a carnival in the city limits.
(c) 
Any such activity prohibited above may be carried out without any penalty whatsoever if such activity is of no more than 24 hours’ duration per calendar month.
(d) 
Any person who violates any of the provisions of this section shall be guilty of a misdemeanor, and upon conviction thereof shall be punishable by fine of not less than $5.00 or more than $200.00.
