The purpose of this District is to encourage the development
of, and the continued use of the land for commercial and service purposes
which serve the regional area of San Saba. The existing development
in this District is of such a degree that it would not be feasible
to require off-street parking and loading regulations that can be
required for new commercial developments in undeveloped land. The
specific intent of this district further provides for the orderly
expansion of the uses that are allowed in this district. Also, that
heavier commercial and industrial uses of the land which would substantially
interfere with the continuation of the existing uses, or the proposed
orderly development of this district are prohibited. It is further
intended to minimize traffic and parking congestion in such a manner
as to provide for the trains in the district by discouraging any use
which, because of its character or size, would create abnormal traffic
congestion, fire or safety hazards in the district.

In the “C-1” Central Business District, no building,
structure, land or premises will be used and no building or structure
shall hereafter be erected, constructed, reconstructed, or altered,
except for one or more of the permitted uses as listed as in this
section.
A. The
following uses shall be permitted as principal uses:
1. Appliance
and furniture stores
2. Automotive
repair and sales
3. Bakery
whose products are sold at retail on the premises
4. Banks
and financial institutions
9. Bus
and rail terminal facilities
11. Clothing or wearing apparel shops
12. Clubs, private and public
14. Gasoline service stations
15. Grocery stores or supermarkets
17. Laundry and dry cleaning pickup stations
18. Medical offices and buildings
22. Public and private parking lots
23. Repair and service of automobiles carried on in the same building
24. Restaurants, including drive-in
25. Retail tire sales and supply
26. Retail use where no fabrication or manufacture takes place on the
premises
29. Store or shop for the conducting of a convenience type or service
type retail business where there is no manufacture or prefabrication
of a product or merchandise
B. The
following special uses are also permitted:
1. Arboretum
or botanical garden
2. Churches,
convents and monasteries
5. Schools,
both public and private with curriculum similar in nature and preparation
of course work to the public school.

The height limit of structures in the “C-1” Central
Business District is governed by the floor area ratio (FAR) of 5:1
whereby total building area is not to exceed five (5) times that of
the total lot area, for buildings of more than one (1) story in height.

All permitted uses in the “C-1” District shall comply
with signage regulations as contained in ARTICLE XVI Sign and Billboards
Regulations.

Canopies and awnings may project over the walkway area provided
they are a minimum of eight (8) feet above the City of San Saba established
sidewalk elevation and are a minimum of two (2) feet from the curb
or edge of the normal traveled way or curb parking area.

(a) All buildings or structures that are built or rebuilt within the “C-1”
zoning districts must have all of the exterior walls that face any
portion of State Highway 16 or U.S. Route 190, excluding doors and
windows, constructed with a masonry facade. No blank walls shall face
either of the highways.
(1) The following approved masonry list shall apply:
a. Stone, brick, or tile laid up unit by unit and set in mortar;
b. Stucco (exterior Portland cement plaster with 3 coats over metal
lath or wire fabric lath);
c. Cultured stone or cast stone; or
d. Architecturally finished block (i.e., burnished block, split faced
concrete masonry units, or architecturally finished tilt wall)[.]
(2) A maximum of 10% of the facade may include accent materials not listed on the approved masonry list in subsection
(1) above.
(b) Existing structures as of the adoption date of this ordinance shall
be exempt from these nonresidential design standards.
(c) If existing structures are expanded by 20% or more of their original
size, all new construction shall comply with these design standards.
