(a) Any
street or roadway bid or built will be in the interest of the city
and the general public. The city holds title to certain easements
as recorded and with council approval furnishes access to private
property.
(b) A
person desiring to secure city easements will submit a written request
to city hall at least fifteen (15) days prior to the next regular
scheduled council meeting. Publication of the request, the street
location and a public hearing notice is required prior to a regular
council meeting to hear arguments before making a final decision.
(c) On
council approval, the street or roadway may be built only on the location
approved and in accordance with city ordinances. Easements must be
surveyed at the developer’s expense. All streets or roadways
will be built under the supervision of and subject to periodic inspection
by the city.

(a) Established sidewalks.
An established sidewalk is one
that the city has an easement to or one that has existed for more
than a seven-year period. It may be removed and replaced or not replaced
only with the permission of the city council.
(b) Approval procedure; bidding; payment of costs.
A property
owner that has a substandard sidewalk may replace it under the following
guidelines:
(1) The city council must be petitioned in writing regarding the replacement
of a substandard sidewalk.
(2) The city council or its representative will inspect the sidewalk
to determine if it is substandard and report to the petitioner its
findings.
(3) If the sidewalk is declared by the council to be substandard, it
shall approve by vote of the council to be replaced.
(4) Bids are to be presented to the council on replacement of the sidewalk
by contractors.
(5) Once a bid price is agreed upon, the property owner will contract
with the winning bidder.
(6) Upon completion, the sidewalk shall be inspected by the city. With
approval of the council, the property owner shall present to the city
secretary a paid statement and shall be reimbursed one-half of the
contracted price.
(c) Sidewalk specifications.
(1) Sidewalk will be 4 inches thick.
(2) Sidewalk expansion joint every 8 feet.
(3) Joint will consist of 1/2-inch premolded expansion material topped
with joint sealing compound.
(4) Reinforcement for sidewalk to be #10 ga. 6 inch by 6 inch O.C. welded
wire fabric.
(5) Sidewalk across drive to be two 3/8 reinforcement rods per one foot
width of sidewalk.
(d) Other types of sidewalk.
Other types of sidewalk will
be allowed that meet Southern Building Codes specifications.

(a) Driveways
that intersect city streets that need culverts, as deemed necessary
by the city, must be in serviceable condition.
(b) Replacement
of unserviceable culverts shall be at the expense of the property
owner. The new culvert may be purchased from any source, but must
be of city specifications. The new culvert may be purchased from the
city at the city’s cost.
(c) Installation
cost of the replaced culvert shall be at the expense of the city,
if replaced by the city.
(d) Replacement
of serviceable culverts or new driveway culverts and the installation
cost shall be the expense of the property owner.
(e) Cost
levied to property owners by the city may be placed upon a payment
contract to the city.
