The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Advertising
means any type of written, printed or spoken communication designed to promote a garage sale.
Calendar quarter
means a three-month period in a calendar year. Calendar quarters are as follows: First quarter is January, February and March; second quarter is April, May and June; third quarter is July, August and September; and fourth quarter is October, November and December.
Garage sale
means the selling or the offering for sale of any merchandise to the general public, whether new or previously owned, from a residential property and where such merchandise is sold or displayed for sale outside of a completely enclosed structure or is sold from or displayed in a structure designed for the parking of vehicles.
Merchandise
means and includes all types of personal property, whether new or used, whatever its nature.
Offering for sale
means and includes any type of advertising of such sale.

(a) 
It shall be unlawful for any person to conduct or participate in more than four garage sales within the city limits in any calendar year.
(b) 
It shall be unlawful for any person to conduct or participate in more than one garage sale within the city limits in any calendar quarter.
(c) 
It shall be unlawful for any person to conduct or participate in any garage sale that is conducted for a period of more than four consecutive days. Any garage sale which has commenced shall be a garage sale for the purpose of this section, regardless of the length thereof.
(d) 
It shall be unlawful for any person to display or store any merchandise held for sale at a garage sale in any structure designed for parking vehicles or outside of any enclosed structure, unless a garage sale has been commenced within the terms of this article.
(e) 
It shall be unlawful for any person to advertise a garage sale more than seven days immediately prior to the first day of such garage sale or more than one day after the last day of such garage sale.
