(a) 
(1) 
After careful consideration and study by the city council, and as authorized by the provisions of section 545.356(b)(1) of the Texas Transportation Code the city hereby sets the speed limit at 25 mph on all streets, roadways, and thoroughfares located within the city limits of the city, unless any street, roadway, or thoroughfare is subject to a different speed as designated by an appropriate speed limit sign.
(2) 
Speed limit signs shall be erected effectuating the provisions found in subsection (1) above.

(c) 
Notwithstanding any other provisions of this division, no person shall drive a vehicle on a street at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the street in compliance with the legal requirements and the duty of all persons to use due care.

The driver of every vehicle shall, consistent with the requirements of section 12.03.051(b), drive at an appropriate reduced speed when approaching a hill crest, when traveling upon any narrow or winding roadway, and when a special hazard exists with respect to pedestrians or other traffic or by reason of weather or street or highway conditions.

The maximum speed limit within the same block of any school, church, or hospital shall be twenty (20) miles per hour, and when signs are erected as provided in this chapter it shall be unlawful for any person to drive any vehicle at a speed greater than such limit, except as follows:

No person shall drive a motor vehicle at such slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law.

Whenever the speed limit of thirty (30) miles per hour, as prescribed by provisions of this chapter, is by provisions of ordinances of the city council increased or decreased at any intersection or other place or upon any part of a street, the city shall erect appropriate signs giving notice of such speed limit, and no such limit shall be effective unless such signs are erected at such intersection or other place or part of such street.

The provisions of this chapter regulating the speed of vehicles shall not apply to vehicles operated by the fire department or the city responding to calls, nor to police patrols or ambulances responding to emergency calls.
