There is hereby established a police reserve force, and the
chief of police is authorized to recruit such a force.

The chief of police is hereby authorized to appoint up to ten
(10) officers to the police reserve division, subject to the approval
of the city council. The reserve police officers shall be subject
to the qualifications, standards, training, rules, regulations, and
policies set forth by the police department and previously adopted
by city council.

Police reserve officers are not employed by the police department;
rather, they are volunteer police officers. Police reserve officers
will donate their time and service to the city, thus adding additional
manpower to the police department. Reserve officers will not receive
any compensation or remuneration.
