(a) 
No-parking zones, generally.
(1) 
When signs are erected in the following locations reading substantially, "no parking, tow-away zone," no person shall park or stand any vehicle on the following parts of streets at any time, including but not limited to Sundays and holidays:
(A) 
Main Street.
Both sides of Main Street in the city from the intersection of Main Street and Cabela's Drive to the intersection of Main Street and Firecracker Drive.
(B) 
Main Street.
Both sides of Main Street in the city from the intersection of Main Street and Railroad Street to the intersection of Main Street/FM 967 and West Goforth Road, except that a person may park a motor vehicle within the boundaries of the pavement markings of a single designated parking space.
(C) 
Alleyways.
No parking in alleyways.
(2) 
When signs are erected in the following locations reading substantially, "no parking, tow-away zone, 6:55 a.m. – 7:45 a.m. and 2:35 p.m. – 3:30 p.m.," no person shall park or stand any vehicle on the following parts of streets at any time, including but not limited to Sundays and holidays:
(A) 
Ghost Creek.
The west side of Ghost Creek from the Wildhorse Creek curb return to 26 feet south.
(B) 
Wildhorse Creek.
The south side of Wildhorse Creek from the Ghost Creek curb return to 17 feet east and from the Ghost Creek curb return to 12 feet west.
(C) 
Wildhorse Creek.
The north side of Wildhorse Creek from the east side of the 280 Wildhorse Creek driveway to the west side of the 270 Wildhorse Creek driveway.
(b) 
No-parking zone, city hall complex.
(1) 
A person may not park or otherwise leave a noncity-owned motor vehicle at the city hall complex between the hours of one hour after the city hall complex closes to the public on any given day and 7:00 a.m. of the following day on which the city hall complex is open to the public. Privately-owned vehicles are exempt from this subsection (b)(1) if parking of such vehicles is necessary to conduct official city business by a city official, agent, or employee of the city.
(2) 
Head-in/tail-in parking only:
A person may only park a motor vehicle at the city hall complex within the boundaries of the pavement markings of a single parking space.
(3) 
For the purposes of this subsection (b), the city hall complex is the parcel of land on which city hall is located.

(a) 
Purpose; general authority and duty of city manager or designee.
(1) 
The purpose of this section is to promote the health, safety, and welfare of the residents of the city by addressing the problems that arise when city streets are used for the parking of vehicles by persons attending special events, as defined by section 18.07.031, occurring in the city, by designating and enforcing temporary no-parking zones to mitigate problems such as hazardous traffic conditions, air and noise pollution, litter, and interference with access to properties within the zone for emergency responders and property owners.
(2) 
The city manager, or the city manager's designee, shall implement and enforce this section and may establish such rules or regulations, consistent with this section, as the city manager determines are necessary to discharge any duty under or to effect the purpose of this section.
(b) 
Designation and notice of temporary no-parking zones.
(1) 
The city manager, or the city manager's designee, may from time-to-time designate certain temporary no-parking zones on city streets as he or she determines necessary to effect the purpose of this section.
(2) 
Such temporary no-parking zones shall be designated at least twenty-four (24) hours prior to enforcement by:
(A) 
Erecting temporary signs along the streets within each temporary no-parking zone reading substantially, "no parking, tow-away zone," indicating the days and times of the days during which the prohibition applies.
(B) 
Posting on the city's website a public notice of the designation of the temporary no-parking zone that includes a description and map of the parts of the city streets designated as the temporary no-parking zone and the days and times of the days during which the prohibition applies.
(c) 
Temporary no-parking zones.
When temporary no-parking zones are designated pursuant to this section, no person shall park or stand any vehicle on the parts of streets within the temporary no-parking zones at any time during the days and times during which the temporary no-parking zone is in effect.

(a) 
Penalties.
Any person violating any provision of this division shall be deemed guilty of a misdemeanor offense and punished by a fine of not less than five dollars ($5.00) nor more than five hundred dollars ($500.00) for each offense. A separate offense shall be deemed committed on each day during or on which a violation of this division occurs or continues. The registered owner of the vehicle and/or the driver is considered the responsible party. In the prosecution of an alleged violation of this division, no proof of a culpable mental state shall be required.
(b) 
Towing provisions.
The city manager, or the city manager's designee, is directed to cause to be towed away any vehicle found parked or standing in violation of this division. The owner of such vehicle shall be civilly liable to the person doing such towing for the reasonable cost thereof.
(c) 
Affirmative defenses.
It is an affirmative defense to prosecution under subsection (a) that the person was:
(1) 
Temporarily loading or unloading passengers or property;
(2) 
Providing a maintenance, repair, delivery, or lawn service to a resident or property owner located within a temporary no-parking zone;
(3) 
Performing official duties as a law enforcement officer, a government employee or contractor, or a utility company employee or contractor; or
(4) 
Operating an authorized emergency vehicle in the performance of official duties.
