There is hereby imposed a water connection fee for each connection to the city water utility. The water connection fee shall be as provided in appendix A to this code.

There is hereby imposed a wastewater connection fee for each connection to the city wastewater utility. The wastewater connection fee shall be as provided in appendix A to this code.

(a) 
There is hereby imposed a fee to install a wastewater cutoff valve on each connection to the city’s wastewater utility in those circumstances where:
(1) 
The city provides wastewater services but not water service; and
(2) 
The city is unable to reach an agreement with the water supplier to disconnect water service when wastewater services are unpaid. The fee shall be equal to the cost to the city for time and materials involved in installing the cutoff valve.
(b) 
This fee shall apply to:
(1) 
All applicable connections made after the effective date of this division
(2) 
All existing connections where there is a need for a cutoff valve and there has been a default in payment for services that is more than 60 days delinquent.
In all cases under subsection (b)(2) of this section, after the city discontinues service due to a delinquency, the city shall not reconnect service until a cutoff valve is installed at the location in question and the appropriate fee is paid.

The fees set forth in sections 24.02.111 and 24.02.112 apply only when the connection is made to a location within 200 feet of an existing collection or distribution line, or where a road cut or road bore is not required. In any other case, the party requesting service will be required to pay an additional fee equal to the time and material costs incurred by the city in making the connection.

In any case where the connection fees are based in whole or in part on a time and materials assessment, the city manager shall estimate the total connection fee and inform the applicant of the estimate. The applicant shall pay the estimated fee before work commences. When the connection has been completed, the actual cost will be determined and the actual fee will be calculated and any amount due will be collected before service is provided. Any overpayment will be promptly refunded.
