Whenever a user has violated or continues to violate any provision
of this article, an industrial wastewater discharge permit or order
issued hereunder, or any other pretreatment standard or requirement,
water service to the user may be severed. Service will only recommence,
at the user’s expense, after it has satisfactorily demonstrated
its ability to comply.

A violation of any provision of this article, a wastewater discharge
permit or order issued hereunder, or any other pretreatment standard
or requirement is hereby declared a public nuisance which shall be
abated by any procedure authorized by law, and the city shall be entitled
to recover its damages, attorney fees and expenses of litigation.

Any person who violates any of the provision of this article
is guilty of a misdemeanor, and upon conviction shall be punished
by a fine not exceeding two hundred dollars ($200.00) for each offense.
Each day of violation constitutes a separate offense.

The remedies provided for in this article are not exclusive.
The superintendent may take any, all or any combination of these actions
against a noncompliant user.
