The salary of the Chief of Police shall be commensurate with the experience and qualifications of the person filling the position, as approved from time to time by resolution of the Board of Supervisors.

A.
The primary function of the Chief of Police is to control, plan and direct the activities of the Police Department subject to the policies adopted by Board of Supervisors in accordance with Pennsylvania law.
B.
The duties and responsibilities of the Chief of Police shall more fully be established by the Board of Supervisors through the adoption of a job description, employment contract and other such directives approved by the Board of Supervisors from time to time.
C.
The Chief of Police shall cooperate with the Township Administrator and Township Treasurer in preparing an annual budget to recommend to the Board of Supervisors. The Board of Supervisor shall retain exclusive authority to approve the annual budget and all expenditures of the Caernarvon Township Police Department.
D.
The Chief of Police shall be responsible for recommending to the Board of Supervisors all practices and procedures governing the administration of the Caernarvon Township Police Department. The Board of Supervisors shall retain exclusive authority to approve all policies and procedures of the Caernarvon Township Police Department.
E.
The Chief of Police shall be responsible for recommending the recruitment, hiring and appropriate training of all police officers and nonuniform personnel in the Caernarvon Township Police Department. The Board of Supervisors shall retain exclusive authority to hire police officers and nonuniform personnel of the Caernarvon Township Police Department.
F.
The Chief of Police shall be responsible for implementing and enforcing all practices and procedures governing the administration of the Caernarvon Township Police Department through the supervision of all officers and employees. The Chief shall report to the Board of Supervisors any complaint, written or verbal, filed against any police officer that contains allegations of a crime, workplace harassment or where the complaint contains allegations, which could, if proven to be true, result in the discharge, suspension or demotion of a Township police officer. When appropriate and justified, the Chief of Police shall recommend corrective and/or disciplinary action against officers and employees to the Board of Supervisors. The Board of Supervisors shall retain exclusive authority to discipline officers and employees of the Caernarvon Township Police Department when the discipline to be imposed is greater than a written reprimand.
The Chief of Police shall serve as the department head for the Caernarvon Township Police Department. The Chief of Police shall report to the Board of Supervisors on all matters relating to the management of the Caernarvon Township Police Department, including, but not limited to, all administrative matters, personnel matters and budget matters.
Whenever the requirements of this article are in conflict with other requirements of the Code of Caernarvon Township, the most restrictive, or those imposing the higher standards, shall govern.
All provisions of Township ordinances and resolutions or parts thereof that are in conflict with the provisions of this article including, but not limited to, Ordinance No. 10 of 1959, are hereby repealed.
The provisions of this article are severable. If any section, clause, sentence, part or provision hereof shall be held illegal, invalid or unconstitutional by any court of competent jurisdiction, such decision of the court shall not affect or impair any of the remaining sections, clauses, sentences, parts or provisions of this article. It is hereby declared to be the intent of the Board of Supervisors of Caernarvon Township that this article would have been adopted if such illegal, invalid or unconstitutional section, clause, sentence, part or provision had not been included herein.
This article shall take effect five days after enactment.
