Except when a special hazard exists that requires lower speed for compliance with Section 3361 or other section of the Pennsylvania Motor Vehicle Code, 75 Pa.C.S.A. § 3361, or as hereafter amended, enacted or reenacted, no person shall drive a vehicle at a speed in excess of 35 mph[1] on the following highways or portions of highways:

Any person who shall violate this article is guilty of a summary offense and shall upon conviction be sentenced to pay a fine of $35 and costs of prosecution. Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine of $2 per mile for each mile in excess of five miles per hour over the maximum speed limit.
Any prior ordinance or part of ordinance, including Ordinance No. 36, inconsistent herewith is hereby repealed to the extent of its inconsistency.
