Any person who violates any ordinance of Caernarvon Township prohibiting or restricting parking within the Township shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided, it shall be the duty of the police officers and of any parking enforcement personnel of the Township to keep a record of all violations of any of the parking ordinances of the Township indicating in each case the ordinance and section violated, the license number of the vehicle involved in the violation, the location where the violation took place, and any other facts that may be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of the ordinance. The notice shall contain instructions to the owner or driver of the vehicle that if the driver will report to the office of the Township Police and pay the sum of $15 within five days after the notice or, if within that time he will place the sum of $15 enclosed within the envelope provided in the special parking fine box installed at the Township Office, that act will save the violator from prosecution.
