(a) 
Each and every park within the boundaries of the city shall be open to the general public between the hours of 6:00 a.m. until 11:00 p.m. each day.
(b) 
It shall be unlawful for any person, except a member or members of the police or fire department, or other employees of the city, engaged in the performance of official duty, to be in or within the boundaries of any park in the city between the hours of 11:00 p.m. and 5:59 a.m.; except that a special event may be held in a designated public park which lasts during the hours of 11:01 p.m. to 5:59 a.m. provided a special permit is obtained therefor from the city council.

(a) 
Motorized vehicles, including go-carts, motorcycles, minibikes, automobiles, pickup trucks, and trucks, are hereby prohibited from driving or being driven in each and every park within the boundaries of the city except [on] designated hard-surfaced parking areas and excepting official park maintenance vehicles and police and fire vehicles.
(b) 
Bicycles are hereby prohibited from being ridden in areas within the parks designated by the parks director or his representative by appropriate “No Bicycles” signs.

The consumption of alcoholic beverages, including wine, beer, ale and mixed drinks, is hereby prohibited in each and every park within the boundaries of the city.

No person shall play or practice the game of golf in any city park.

In order to preserve the surface of designated athletic fields and open turf areas in the city’s parks, the following red flag field closure regulations shall apply:
(1) 
This section shall take effect on December 1, 2009;
(2) 
A flagpole will be erected and maintained by the city in each park (Burleson, Caruth, Coffee, Curtis, Germany, and Smith Parks), Goar and Williams (city hall flagpole) and a red flag raised and displayed at such park during the time the parks director or his designee has determined that, due to periods of inclement weather, use of designated athletic fields and open turf areas would be damaging to them;
(3) 
During the periods of red flag closure, it shall be unlawful and an offense for any person or group of persons, including but not limited to the YMCA groups, HPISD groups, residents with field reservations or anyone using the parks for open play, to use the closed fields for any play, sport or activity;
(4) 
Any person violating the red flag field closure regulations shall be warned to cease such violation and stay off the designated athletic field or open turf area; any person, having received such warning, [who] continues to violate the closure shall be guilty of a misdemeanor and subject to a fine not to exceed five hundred dollars ($500.00) for each offense and loss of field use privileges; and
(5)
