The regulations set forth in this division shall apply specifically to residential zones and to property utilized for residential purposes. Only those types of signs referred to in this division may be utilized in residential zones or on property utilized for residential purposes, except for signs referred to in section 3.09.062 hereof.

Real estate signs shall not exceed six (6) square feet in area, provided that riders or additional plates not exceeding two (2) in number and two hundred forty (240) square inches in area in the aggregate may be attached. Such temporary signs shall be erected or constructed so that no portion thereof exceeds a height of four feet (4') from the ground. In addition, a temporary “Open” sign, not to exceed two (2) square feet in area, may be used on the property for a maximum of eight hours per day when the dwelling is open for public inspection. Real estate signs must be removed not later than ten (10) days after the transaction pursuant to which the property is sold or leased is closed.

Persons shall not erect, install, maintain or use any construction sign on nonresidential premises unless the required building permits for new construction or remodeling have been obtained from the city and said sign conforms with section 3.09.146 of this article. Construction signs shall not be permitted in residential zones.

Only one sign of any type shall be permitted on any site, except for security protection signs, address signs, permitted flags, and political signs. The aggregate area of all temporary signs, excluding the area of authorized address signs and political signs, permitted on a lot in a residential zone shall not exceed twelve (12) square feet.

Signs inside a residential structure, or any other building of the type intended to be covered by this article, attached to any window or opening with the sign copy visible from the outside or otherwise so located so as to be visible and readable without intentional and deliberate effort from outside the building or structure, shall be considered part of the allowable sign area permitted.

Signs allowed pursuant to this division may be either ground signs or wall signs. Signs, other than address signs and real estate signs, shall not be located less than ten feet (10') from the property line; provided, however, if an established setback exists, and such setback is less than ten feet (10'), a sign may be placed in front of the structure with the setback but not more than three feet (3') from such structure and not nearer the property line than the structure. No portion of a wall sign shall be higher than eight feet (8') above grade or ground level at the wall, whichever is higher, and no portion of a ground sign shall be higher than four feet (4') above grade or ground level where the sign is located. Real estate signs may be located anywhere on the premises but not on the parkway or other public property.

Security protection signs shall not exceed seventy-two (72) square inches in area. Address signs shall not exceed seventy-two (72) square inches in area and may be located anywhere on the property including the parkway. If in the form of a separate ground sign, address signs shall not exceed a height of two feet (2'). Address signs may be hung from or attached to a lamp post on private property, in which case the height limitation referred to would not apply. In addition, a sign indicating the street address shall be placed at the rear of the property as required by city ordinance.

Garage sale, estate sale, and lost pet signs not to exceed two (2) square feet in area, respectively, shall be permitted. Garage and estate sale signs shall be permitted for the period during which any such sale is actually occurring; and lost pet signs shall be permitted for the period, not to exceed ten (10) days, during which such pet remains lost.

Signs relating to schools, churches, hospitals, universities or similar institutions (and individual buildings comprising these institutions) may be (i) wall signs limited to twenty (20) square feet in area, or (ii) ground signs limited to fifty (50) square feet in area and four (4) feet in height. Scoreboards on school or university athletic fields shall require a permit, shall not exceed thirty feet in height or four hundred (400) square feet in area, shall face and be illuminated only in the direction of the athletic field, and shall be constructed and illuminated in accordance with applicable provisions of this article and applicable provisions of the building code of the city. A portable scoreboard may be used to score sports activities for children in public parks, on school grounds, and at YMCA facilities provided such scoreboard can be transported and set up by a single person, is lighted only by its internal battery, is illuminated only in the direction of the athletic field, does not exceed three feet in height plus wheels and stand or four feet in width or seven inches in depth, and does not contain any part which moves, rotates, flashes, reflects, blinks, or appears to do any of the foregoing or which simulates motion in any manner. A permit shall be required for any portable sign of this nature, provided that no fee shall be required for such permit.

Notwithstanding any provision of section 3.09.009, section 3.09.112, or any other applicable section of article 3.09, school sponsor recognition signage (banners) may be posted on the perimeter fencing of University Park Elementary School under the following conditions, to wit:
(1) 
General:
(A) 
The number of banners shall be limited to eight (8) on the campus.
(B) 
Banners shall be temporary.
(C) 
Banners shall be considered for approval through the permitting process, which shall include a proposed site plan for the banners and a pre-permit on-site inspection.
(D) 
Banners shall be issued individual permits with an expiry date one year from issuance.
(E) 
Banners shall be inspected by the building inspector at least semi-annually.
(F) 
A banner shall be removed by the school within 2 business days of notice if an inspection finds the banner to be in violation of this section.
(G) 
Banners shall not be internally or externally illuminated.
(H) 
Banners shall not, in whole or in part, move, rotate, flash, reflect, blink, or appear to do any of the foregoing, or simulate motion in any manner.
(I) 
Banners shall not contain any reference to price of any product.
(2) 
Locations of banners shall be:
(A) 
Subject to review of the site plan by the building inspector.
(B) 
Only along and attached to perimeter fencing facing Lovers Lane.
(C) 
Spaced not less than twenty-four feet (24') apart.
(D) 
On fencing not opposite a residential block face with front doors (Amherst).
(3) 
Banner material shall be:
(A) 
Of non-combustible material.
(B) 
Vinyl, fabric, or plasticized fabric with reinforced perimeter edges to secure mounting/attachment grommets.
(C) 
Incorporate wind relief vents as designed for 30psf wind load.
(D) 
Maximum size:
(i) 
96" in width.
(ii) 
48" in height.
(E) 
Attachment:
(i) 
Grommets shall be provided at a maximum 24" spacing around the reinforced perimeter.
(ii) 
Banner shall be supported and maintained taut with weather resistant material.
(iii) 
Banner shall be secured to fence posts (not pickets) and top and bottom rails utilizing all grommets and plastic zip lock ties.
(iv) 
Banners and attachment material may not block or restrict gate operation.
(4) 
Font/lettering/colors:

Lettering on the banners shall be minimum of 4" tall to a maximum of 10" tall.

Lettering shall be a font type easily readable from 100' distance from the banner.
(C) 
Each banner may recognize a maximum of two (2) sponsors.
(D) 
Banner shall be limited to not more than three (3) colors, and, for the purposes of this section, black and white shall not be considered colors.

(F) 
Two corporate marks or logos may be included.

A banner shall be removed by the school within 2 business days of notice if an inspection finds the banner to be in violation of this section.
(G) 
Banners shall not be internally or externally illuminated.
(H) 
Banners shall not, in whole or in part, move, rotate, flash, reflect, blink, or appear to do any of the foregoing, or simulate motion in any manner.
(I) 
Banners shall not contain any reference to price of any product.
(2) 
Locations of banners shall be:
(A) 
Subject to review of the site plan by the building inspector.
(B) 
Only along and attached to perimeter fencing adjacent to Caruth Boulevard and/or Tulane Boulevard.
(C) 
Spaced not less than twenty-four feet (24') apart.
(D) 
On fencing not opposite a residential block face with front doors on Colgate Avenue.
(3) 
Banner material shall be:
(A) 
Of noncombustible material.
(B) 
Vinyl, fabric, or plasticized fabric with reinforced perimeter edges to secure mounting/attachment grommets.
(C) 
Incorporate wind relief vents as designed for 30psf wind load.
(D) 
Maximum size:
(i) 
96" in width.
(ii) 
48" in height.
(E) 
Attachment:
(i)

Notwithstanding any provision of section 3.09.009, section 3.09.112, or any other applicable section of article 3.09, school sponsor recognition signage (referred to herein as fence wraps or banners) may be posted on the perimeter fencing of Highland Park High School-Highlander Stadium playing field, 4233 Grassmere Lane (exhibit "A" to Ordinance 24-037), under the following conditions, to wit:
(1) 
General.
(A) 
The number (in parenthesis) and size (in inches) of "fence wraps" (banners) shall be limited to nine (9) on the perimeter iron fence on the east end of the playing field of Highlander Stadium adjacent to Westchester, and eight (8) on the west end of the playing field adjacent to Douglas Avenue (see exhibit "B" to Ordinance 24-037).
(B) 
Banners shall be temporary.
(C) 
Banners shall be considered for approval through the permitting process, which shall include a proposed site plan for the banners and a pre-permit on-site inspection.
(D) 
Banners shall be issued individual permits with an expiry date one year from issuance.
(E) 
The building inspector shall inspect banners at least semi-annually.
(F)

Parking lots or structures located in any residential zone which has parking as an added use shall be permitted one wall sign or one ground sign on each street upon which an entrance exists. Each sign shall conform to all the requirements and restrictions with respect to building identification signs contained in section 3.09.103. Such sign may have only the word “Park” or “Parking” and the name of the parking facility owner or operator, validation information, and other messages required by law.
