Satellite antennas shall have the same setback requirements as an accessory structure in the zoning district in which they are installed. Satellite antennas shall be installed at ground level with a maximum dish diameter of seven (7) feet. Satellite dish antennas shall be totally screened from view from adjoining properties by a solid fence or wall. All such antennas shall be constructed of wire mesh and painted with nonreflective coating.

(a) 
Public or educational facilities.
Nothing contained in this article shall prevent the installation and maintenance of satellite antennas necessary for the operation of public or educational facilities for the protection of health, safety and welfare of the community and the enhancement of the educational facilities. Plans for such satellite antennas shall be reviewed and approved by the public works director.
(b) 
Antennas less than 24 inches in diameter.
Satellite dish antennas with a diameter less than twenty-four (24) inches shall be constructed with a neutral colored solid material and may be installed above ground level provided they are not generally visible from the street.
