A reward in the sum of no less than $500.00 and no more than $1,000.00 shall be paid out of the general fund for information leading to the arrest and conviction of any person guilty of the crime of arson within the city, such sum to be paid to the person obtaining the arrest of the malefactor and procuring sufficient evidence thereof to result in conviction. The city secretary is authorized to post such notice of this reward in public places within the city. The city manager shall have sole and exclusive determination in making this reward.
