(a) 
A person commits an offense if he creates any noise or odor which is unreasonably offensive to persons of ordinary sensibilities who occupy surrounding property. The owner or person in control of property where unreasonable noise or odor is generated commits an offense if he fails to cause such unreasonable noise or odor to be abated.
(b) 
Loading, unloading, and handling of construction material and the use of any tools or equipment used in construction, drilling, or demolition work shall be permitted only between the hours of 7:00 a.m. and 6:00 p.m., Monday through Saturday, except by special permission given by the community development director. Except in cases of public emergency or convenience, no such permission shall be given by the community development director for any construction activities on the following holidays: New Year's Day, Martin Luther King Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving Day, Christmas Eve, and Christmas Day, and no person shall engage in such construction activities on such holidays. A person in control of property and the owner of the property commit an offense if they fail to prevent construction activities on the property in violation of this subsection.
(c) 
Emergency work done in case of storms, sewer stoppages, water main breaks, municipal and utility construction, as well as security requirements, are exempted from all of the restrictions. Shingling of asbestos/asphaltic material may commence at daybreak, Monday through Saturday, during the period of May through September.

A person commits an offense if he creates any source of light which causes unreasonable discomfort to persons of ordinary sensibilities who occupy surrounding property. The owner or person in control of property where unreasonable glare is generated commits an offense if he fails to cause such unreasonable glare to be abated.

An owner, occupier or person in control of property commits an offense if he allows wastewater or rainwater to accumulate and stand in any open area for any period in excess of twenty-four (24) hours.

(a) 
A person commits an offense if he deposits grass clippings, leaves, brush or similar materials into a street, gutter, storm sewer or watercourse.
(b) 
A person commits an offense if he deposits motor oil, transmission fluid, engine wash or similar substances into a street, gutter, storm sewer or watercourse.
(c) 
A person commits an offense if he deposits any toxic liquid or semi-liquid in such a manner that it will flow or be washed into a street, gutter, storm sewer, or watercourse.
(d) 
A person commits an offense if he dumps or washes out concrete, cement, mortar, asphalt or similar substances, or residues therefrom, into a street, gutter, storm sewer or watercourse.
(e) 
A person commits an offense if he permits grease or sand trap drainages under his custody or control to flow or be washed into a street, gutter, storm sewer or watercourse.
(f) 
A person commits an offense if he permits wastewater, except clean water, from a cooling tower, compressor or boiler under his custody or control to flow into a street, gutter, storm sewer, or watercourse.

(a) 
A person commits an offense if he urinates or defecates:
(1) 
In or on a public street, alley, sidewalk, yard, park, building, structure, plaza, public or private utility right-of-way, or other public place; or
(2) 
In public view.
(b) 
It is a defense to prosecution under this section if the person was in a restroom.
