All streets, alleys, sidewalks, parks and public places within the limits of the city, or which may hereafter be included within the limits of the city, are hereby declared to be public property, and shall be controlled and regulated by the city council.

A reward in the sum of one hundred dollars ($100.00) shall be paid out of the general fund of the city to the person responsible for the arrest and conviction of any person guilty of damaging or destroying public property within the city. The city manager is authorized to post a notice of this reward in any public place within the city.

(a) 
All streets, alley easements, and sidewalks shall be at all times kept open to the public, free and clear of all obstructions and encumbrances of every kind.
(b) 
Except as provided otherwise in this code, it shall be unlawful for any person to obstruct or encumber any street, alley, sidewalk, park, or public place with any fence, poles, wires, boxes, rubbish, or other obstructions or encumbrances.

It shall be unlawful for any person to remove or cause to be removed any stones or dirt from any street or alley, sidewalk, park or public place, without the consent of the city council.

It shall be unlawful for any person to cut or injure any tree, shrub or flower in any park or public place, street or alley, or to deface or injure any property of any kind therein, except that the city, all utilities or any franchise holder in the city, and abutting property owners, may trim, remove or maintain any trees or shrubbery in alleys and parkways consistent with the operation of the city or utilities or franchise holders and consistent with the obligation of the abutting property owners to maintain such trees or shrubbery. Nothing herein shall be construed to negate any zoning provisions or safety requirements as promulgated by other ordinances of the city.

(a) 
All man-made structures, except the equipment and appurtenances of authorized public utilities, are prohibited in alleys, except as referenced in section 3.01.004.
(b) 
No vegetation greater than eight inches (8") in height is permitted within one foot (1') of the edge of the alley pavement and a minimum height clearance of fifteen feet (15') must be maintained over that area.
(c) 
All prohibited structures or objects within the alley must be relocated to private property within thirty (30) days of receiving a written notice of such violation, unless otherwise specified in this code. A thirty (30) day extension may be granted by the code enforcement officer in his sole discretion.

Directed, focused, or targeted.
Means that a particular private residence or any of its occupants has been made the sole object of picketing and that the picketing takes place directly in front of the particular private residence or the private residence on either side of the targeted residence.
Picket or picketing.
The practice of standing, marching, or patrolling by one (1) or more persons inside of, in front of, or about any premises for the purpose of persuading an occupant of such premises or to protest some action, attitude or belief.
Private residence.
A single-family, duplex, or multifamily dwelling.
Public meeting.
A gathering announced in advance to the public, or a portion of the public, which is held to discuss matters of public interest and which is attended by at least three (3) people who do not reside where the assembly is held.
Residential zoned district.
A section of the city which is zoned for some type of residential district uses.

It shall be unlawful for any person to engage in picketing which is directed, focused or targeted solely at a particular private residence located in a residential zoned district and which takes place directly in front of the particular private residence or the private residence on either side of the targeted residence on any public street, sidewalk, alley or other public property within two hundred feet (200') of the property line of the premises of a residence.

Nothing in this division shall prohibit:
(1) 
The picketing of a residence which is also used as the occupant’s sole place of business;
(2) 
The picketing of a residence used as a place of public meeting;
(3) 
A person or group of persons from marching in a residential zoned area without stopping at any particular private residence; or
(4) 
A person or group of persons from marching in a residential zoned area on a defined route without stopping at any particular private residence or residences.

Picketing in residential zoned areas is permitted only during the following hours:
(1) 
Monday through Friday: 9:00 a.m. to 12:00 noon; 1:00 p.m. to 4:00 p.m.; 7:00 p.m. to 9:00 p.m.
(2) 
Saturday: 9:00 a.m. to 5:00 p.m.
(3) 
Sunday: 1:00 p.m. to 5:00 p.m.

Before a person may be arrested for violating section 8.02.042, the person must have been ordered to move, disperse, or otherwise remedy the violation by:
(1) 
A police officer;
(2) 
A member of the fire department; or
(3) 
A person with authority to control the use of the residence which is the focus or target of the picketing.
