(a) 
Residents of the city may rent the pavilion for personal use for thirty dollars ($30.00) per hour.
(b) 
All other groups who use the pavilion for personal use, except those specified in the following section, shall pay sixty dollars ($60.00) per hour.
(c) 
All applicants that desire to use the facility for business, commercial, or professional gatherings may apply for the use of said pavilion for daytime hours between 9:00 a.m. and 5:00 p.m. and, if such application is approved, the applicant shall pay the city secretary seventy-five dollars ($75.00) per hour, but the applicant may make no charges nor collect any money of any kind or character from any person whatsoever.

All qualified residents of the city, upon making application with the parks and recreation department, may secure an annual tennis or pickleball court permit. Such permit shall be numbered and coded as to indicate the time of its validity. The charge shall be as follows:

Commercial use of any and all park facilities, including tennis courts and Goar Park Pavilion, for filming, photographing, etc., shall carry a charge of seventy-five dollars ($75.00) per hour, plus a damage and clean up deposit of two hundred and fifty dollars ($250.00).

(a) 
Playing fields may be reserved by city sports teams (non-YMCA) for twenty-five dollars ($25.00) per hour, plus a damage and clean up deposit of two hundred and fifty dollars ($250.00).

Any individual or group wishing to use a city park or field for a sports camp, "boot" camp or to conduct a clinic or provide personal instruction as a for-profit venture must secure an annual instructor permit from the Parks and Recreation Department and pay the annual instructor fee specified in the table below, plus a security deposit of $250.00. In addition, instructors must pay $25.00 per hour for each hour the clinic is operational in the park or reserved field, if after the completion of the clinic, the number of hours during which the park or playing field was actually in use exceeds the fee paid, the applicant shall be liable and responsible to pay the additional fee in the parks and recreation department office within five days. The application forms and all fee must be in the parks department office 14 days in advance before the clinic is scheduled to begin.

Any organized group not sponsored by the city and having special features (i.e., pony rides, petting zoos, bounce machines, port-a-lets, tents, etc.) which wishes to use a park, must make a reservation with the parks and recreation department, make a two hundred fifty dollar ($250.00) refundable deposit, and pay a rental fee according to the following schedule:

Williams Island Event Rentals:

Capacity is 75 guests maximum.

A $500.00 security deposit is required for any rental, with refund in accordance with city policy.

City residents may rent facility for a two hour time slot for $300.00.

Nonresidents of the city may rent facility for a two hour time slot for $600.00.

Available rental times are:

Months of April–June and August–October.
(B) 
One event per day on Saturdays and Sundays.

Rental hours are 10:00 a. m.–6:00 p.m.

Two (2) hour minimum rental; four (4) hour maximum rental.

Special event racquet sport facility rentals for non-profit and charity organizations shall be charged $200.00 for two hours for tennis courts and $600.00 for two hours for pickleball courts. Organizations must rent the entire facility for a two-hour maximum.

(a) 
All residents of the city, nonresident property owners, and nonresidents of the city within the Highland Park Independent School District (HPISD) five years of age or older, upon making application, may secure an annual swimming pool permit. The charge for annual swimming pool permits shall be:

Resident.
(A) 
New: $70.00.
(B) 
Senior: $40.00.
(C) 
Military: $40.00.
(2) 
Nonresident (within HPISD).
(A) 
New: $150.00.
(B) 
Senior: $80.00.
(C)

A member of a group defined in subsection (a) above may reserve pool facilities within the Holmes Aquatic Center. The charge for reservations shall be:

A member of a group defined in subsection (a) above may enroll in the following aquatic programs:

“Makos” (swim team): $300.00.
(4) 
Additional aquatic and recreation program classes fee range: $20.00/day–$400.00/month.
(d) 
A member of a group defined in subsection (a) above may secure permission for guests to use pools by paying attendants at the gate a cash fee of eight dollars ($8.00) for each guest each time each guest uses the pool.
(e) 
A member of a group defined in subsection (a) not owning an annual swimming pool permit may use the swimming pool upon presentation of identification and paying a charge of eight dollars ($8.00) per person each time the pool is used.
(f) 
Lost annual swimming pool permit. If the annual swimming pool permit is lost, a duplicate may be secured for ten dollars ($10.00).
(g) 
Use of pool by children under five years of age:
(1) 
Children under five years of age, who are members of a group defined in subsection (a) above or guests of a member of a group defined in subsection (a) above, may use any of the pools without charge if accompanied at all times by a parent or guardian 16 years of age or older.
(2) 
A one hundred thirty-five dollar ($135.00) fee shall be assessed for private lessons.
(h) 
Persons who may accompany children to small pools: All adults in bathing attire accompanying children to small pools must pay an eight dollar ($8.00) guest fee or purchase an annual swimming pool permit.
(i) 
Cabana rentals and amenities:
(1) 
Guests at the pool may reserve shaded seating in a semi-private, open-air cabana, including one round table, 2 chairs, 2 chaise lounges, and 4 bottles of water, with a maximum of 8 guests.
(2) 
A cabana may be rented Mondays–Saturdays from 11:30 a.m.–1:30 p.m., 2:30 p.m.– 4:30 p.m., or 5:30 p.m.–7:30 p.m.; on Sundays, the hours are 2:30 p.m.–4:30 p.m. or 5:30 p.m.–7:30 p.m.
(3) 
Rental for each cabana for each 2 hour period is $50.00.
(4) 
Rental does not include admission to the pool.

A monetary civil penalty in the amount of five hundred dollars ($500.00) shall be assessed against any person removing or damaging a tree six inches (6") or more in diameter, or two hundred fifty dollars ($250.00) for a tree less than six inches (6") in diameter, in violation of the tree preservation ordinance.

A fee of $20.00 for investigation shall be charged to any person applying for a permit to plant a tree in city parkways. The fee shall not be pro-rated and shall be paid at the time the application is made and shall not be returned to the applicant regardless of whether a permit is issued or not.

All qualified residents of the city, upon making application with the parks and recreation department, may secure memorial park program sponsorship opportunities for amenities at designated park sites. The charge shall be as follows:
(1) 
Memorial tree: $750.00.
(2) 
Trees for UP: $750.00.
(3) 
Memorial bench: $6,500.00.
(4) 
Playground border stone: $250.00.
