(a)
Upon application, each subscriber shall sign an agreement providing for a security deposit as provided for in the fee schedule found in the appendix of this code; refundable after 18 months of prompt payment with no delinquencies upon request in bills rendered for such services. Such payment to be made without interest and also refundable upon the subscriber leaving our area of service with no delinquent payments.
(b)
In lieu of a security deposit the City of Hallettsville, Texas, may accept letters of credit from electricity providers showing subscriber had no late payments for the past twelve (12) months.
