No permanent concession stand of any kind can be set up or used in the city parks unless approval has been obtained from the city council. To obtain approval for the operation of a temporary concession stand will require making application to the city secretary and paying a fee of twenty-five dollars ($25.00), if the permit is granted. This does not apply to existing concession stands existing prior to the enactment of Article 1.1000.
