(a)
There shall be a mandatory base service charge of twenty dollars ($20.00) to be collected by the police officer and receipt given therefor. Such fee shall be immediately delivered to the office of the city secretary and the proceeds placed in the general funds of the city.
(b)
If it appears after working at least twenty (20) minutes that the vehicle cannot be opened, the police officer shall so notify the owner who will be relegated to such other remedies as he may desire; the base fee of twenty dollars ($20.00) shall not be collected.
