The monthly charges for residential sanitation services shall apply within the corporate limits of the City as designated in the Master Fee and Rate Schedule, Article VII, Section

The sanitation rates, fees, and charges for commercial sanitation
services are in the amounts approved in the annual budget and may
be administratively amended by the City Manager within the budget
year to reflect current market or operational conditions.

(A) The
charges provided for by this article for the various classes of service
shall be payable monthly upon bills rendered by the Utility Department
of the City.
(B) The
owner of the property where water or electrical utilities is supplied
through one meter shall be liable for each single residential unit
sanitation charge. Where there are different customers liable for
any sanitation service charges, where one or more such customers so
liable leave such premises, such customers so leaving shall be responsible
for such charges and shall not be supplied with sanitation service
at the new premises occupied by them until all accounts due by such
persons shall have been paid. Where two (2) or more families occupy
the same house or apartment, and the sanitation service is in the
name of one, and the one in whose name the account stands moves away,
the remaining family is also responsible for unpaid sanitation bills.

There shall be a disposal fee for any tire that has not been
split, quartered, or shredded. The fee is as designated in the amounts
approved in the annual budget and may be administratively amended
by the City Manager within the budget year to reflect current market
or operational conditions. Except for residents, tires shall be delivered
for disposal only at the landfill and shall be segregated from all
other waste and deposited at the location specified for that purpose.

(A) There
shall be no fee to the residents of the City for using the transfer
station to dump car or pickup loads of residential refuse. Nonresidents
will be charged as commercial haulers. The Director of Sanitation,
or his designee, will determine what is or is not residential refuse
versus commercial refuse for transfer station fee purposes.
(B) Charges
for commercial haulers are in the amounts approved in the annual budget
and may be administratively amended by the City Manager within the
budget year to reflect current market or operational conditions.
