There is hereby created and established for the city a park
board, which shall be composed of five (5) members. The members shall
be resident citizens of the city.

The members of the park board shall be appointed by the city
council. Three (3) members shall be appointed for an initial term
of one (1) year and two (2) members of the board shall be appointed
for a term of two (2) years. Thereafter, all members appointed to
said park board shall serve for a term of two (2) years.

Any vacancy shall be filled for the unexpired term in the same
manner as provided for the original appointment. Members of the board
shall serve at the pleasure of the council. The members of the board
shall serve without compensation.

The board shall annually select a chairman and vice-chairman.
The city secretary shall act as secretary to the board, ex officio.

The park board shall promulgate its own rules consistent with
ordinances of the city and laws of the state. The board shall hold
such meetings as may be necessary to the performance of its duties,
on call of either the chairman or the mayor.

The park board shall act as an advisory body to the city council
in the procurement, development, supervision and administration of
the city’s public park, open space and recreational activities.
