The provisions of this code shall apply to all new construction,
relocated buildings, and to any alterations, repair or reconstruction,
except as provided for otherwise in this code.

Whenever the term “building official or his authorized
representatives” is used in this code, it shall be the person
or persons designated by the city council to act as such. The building
official shall employ, as assistant, a chief electrical inspector,
as directed and approved by the city council.

The building official and all employed assistants shall carry
proper credentials of their respective offices, upon exhibition of
which they shall have the right of entry, during usual business hours,
to inspect any and all buildings and premises in the performance of
their duties.

This division shall not be construed to affect the responsibility
or liability of any party owning, operating, controlling, or installing
any electrical equipment for damages to persons or property caused
by any defect in such equipment or in the installation thereof, nor
shall either [the building official or] any electrical inspector of
the city be held as assuming any liability by reason of the inspection
or reinspection authorized herein or the certificates of conformance
or nonconformance issued as herein provided or by reason of the approval
or disapproval of equipment authorized herein.
