Upon the basis of an engineering and traffic investigation heretofore
made as authorized by the provisions of V.T.C.A., Transportation Code,
sections 545.353 and 545.356, the following prima facie speed limits
hereafter indicated are hereby determined and declared to be reasonable
and safe speed for vehicles; and such speed limits are hereby fixed
at the rate of speed indicated for vehicles traveling upon the named
streets and highways, or parts thereof, described as follows:
Arkansas Lane: 40 miles per hour.
Bowen Road: Between the north city limit
and Pleasant Ridge Road: 40 miles per hour.
Roosevelt Drive, from Arkansas Lane to
the south city limit line: 30 miles per hour.
Sieber Drive, from the north city limit
to the intersection of Sunset Lane: 30 miles per hour.
Spur 303, from Station 276/50.4 (west
city limits) easterly 0.384 miles to Station 296/78.4 (east city limits):
45 miles per hour.

(a) Upon the basis of an engineering and traffic investigation heretofore

and safe speed for vehicles, and such speed limit is hereby fixed
for vehicles traveling on the following named streets or parts thereof
herein designated as a school zone on days when school is in session,
and either: (1) when such hours are described on official school zone
speed limit signs located at said zone; or (2) when school zone signs
bearing a flashing amber light and located at said zone are in operation.

(b) The director of transportation, director of public safety, or their
designee may modify the hours when a school zone is in effect as necessary.
Any such modified hours will be either: (1) described on official
school zone speed limit signs located at said zone; or (2) result
in modification of the times when a flashing amber light and located
at said zone are in operation. The location of said school zones are
as follows: Posted on the official school zone speed limit signs located
at said zone.

The state department of transportation is authorized to establish
by Commission Minute Order a prima facie construction speed limit
within any construction zone on State Highway Spur 303. Any prima
facie limit so established shall amend, for the period of construction
and within the area of any such construction zone, the provisions
of this article otherwise applicable thereto.
