Within all articles adopted in this chapter, when reference is made to the duties of certain officials named therein, that a designated official of the city who has duties corresponding to those of the named official in the articles shall be deemed to be the responsible official insofar as enforcing the provisions within each article. The city council may appoint individual inspectors or a contractor to perform some or all of the code enforcement in this chapter and the individual inspectors or a contractor shall have the authority to issue the appropriate notices of violations of this chapter and to enforce the provisions of this chapter and the articles therein.
