All subdivisions, including without limitation, streets, water,
storm drainage, sewer, electric and gas systems, shall be designed
in conformity with the requirements set forth in the city’s
development standards, technical specifications, and standard details.
Design, development, drainage and other relevant technical standards
in effect upon the date of adoption of this Code are incorporated
by reference and remain valid until later amended or repealed.

Where oversizing of a proposed utility is required by the city
to meet a future demand or need, the city will pay the cost difference
between the utility size needed for the proposed development and the
utility size required for the future demand.
