No building permits shall be issued until the city engineer
has certified that the subdivision is complete in accordance with
the approved plans, specifications and change orders.

The approval of any plat or replat shall not be deemed an acceptance
of the proposed dedications and shall not impose any duty upon the
city concerning the maintenance or improvement of any such proposed
dedications until the proper authorities of the city shall have made
the actual appropriation of the same by entry, use or improvement.
If any such plan, plat, or replat is disapproved by the city council,
disapproval shall be deemed as a refusal by the city of the offered
dedication shown thereon.

After construction is completed, the developer shall request
an inspection by the city engineer, who will make a written certificate
of completion recommendation to the city council concerning the acceptance
of the subdivision. In no case will the city council consider the
acceptability of a subdivision without the city engineer’s certificate
of completion.

Unless and until any such plans, plats, or replats, specifications
and construction shall have been first approved in the manner and
by the authorities provided for in this chapter, it shall be unlawful
within the area covered by such plans, plat, or replats for any city
official or employee thereof to serve or connect said land or any
part thereof with any public utility, such as water, sewer, lights,
gas, etc., which may be owned, controlled, regulated or distributed
by the city.
