(a) 
No person shall carry on or about his person any firearm of any description while on the premises of any facility of the city, regardless of the person’s status to carry a concealed handgun pursuant to article 4413(29ee), Texas Revised Civil Statutes, nor may a person carry a firearm at any meeting of a governmental entity.
(b) 
The provisions of subsection (a) of this section shall not apply to persons licensed to carry firearms as part of their duties as certified peace officers, security guards, private investigators, or members of the armed forces of the United States.
(c) 
The provisions of subsection (a) of this section shall not apply to persons receiving instruction as part of a firearms training course conducted by a licensed instructor under the laws of the state.
(d) 
The provisions contained in this policy may be waived or modified by the express permission of the city council.
(e) 
Appropriate notices, in both English and Spanish, of this policy shall be posted at the entrances to city facilities, as required by section 31 of article 4413(29ee), Texas Revised Civil Statutes.

(a) 
Definitions.
Intentionally.
A person acts intentionally, or with intent, with respect to the nature of his conduct or to a result in his conduct when it is his conscious objective or desire to engage in the conduct or cause the result.
Knowingly.
A person acts knowingly, or with knowledge, with respect to the nature of his conduct or to circumstances surrounding his conduct when he is aware of the nature of his conduct or that the circumstances exist. A person acts knowingly, or with knowledge, with respect to a result of his conduct when he is aware that his conduct is reasonably certain to cause the result.
Private place.
A private place shall be defined as any private residence or land reasonably adjacent thereto which is under the control of an individual, the individual having the right to exclude the public from such residence building or adjacent area.
Recklessly.
A person acts recklessly, or is reckless, with respect to circumstances surrounding his conduct or the result of his conduct when he is aware of but consciously disregards a substantial and unjustifiable risk that the circumstances exist or the result will occur. The risk must be of such a nature and degree that its disregard constitutes a gross deviation from the standard of care that an ordinary person would exercise under all the circumstances as viewed from the actor’s standpoint.
(b) 
Offenses.
A person commits an offense if he intentionally, knowingly, or recklessly:
(1) 
Discharges a firearm in a private place;
(2) 
Displays a firearm or other deadly weapon in a private place in a manner calculated to alarm.
(c) 
Penalty.
An offense under this section shall punishable in the municipal court by a fine in accordance with the general penalty provided in section 1.01.009.
