(a) 
It shall be unlawful for any person to drive or operate a motor vehicle upon any street, roadway or highway in the city limits at a speed greater than is reasonable and prudent under the conditions then existing, having regard to the actual and potential hazards when approaching and crossing an intersection or a railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions, and in every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
(b) 
Any person violating any of the provisions of this section shall, upon conviction thereof, be fined in any sum in accordance with the general penalty provided in section 1.01.009.

(a) 
It shall be unlawful for any person to drive or operate a motor vehicle upon any street, roadway, or highway in the city limits at a greater rate of speed than 30 miles per hour, except where speed zone signs are erected indicating a higher or lower rate of speed, in which case the speed indicated by the speed zone shall be the maximum speed permitted, and it shall be unlawful for any person to operate a motor vehicle in excess of the speed limit indicated on any official speed zone sign.
(b) 
Any person violating any provision of this section shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined in any sum in accordance with the general penalty provided in section 1.01.009.
