The official name of the city shall hereafter be known as the City of Granite Shoals, and its governing body shall hereafter be known as the city council.

The regular meetings of the city council shall be the fourth Tuesday of each month at 6:00 p.m. in the city council chambers, which location shall be indicated on the posted agenda.

The city hereby adopts the Identity Theft Prevention Program, as is more particularly set out in exhibit A, attached to the ordinance from which this section is derived and incorporated by reference for all purposes; and, further that all procedures and requirements of the Identity Theft Prevention Program shall be implemented as outlined in exhibit A in appendix A to this Code.

(a) 
The city manager or the city manager’s designee is hereby authorized to accept payment by credit card of a fee, fine, court cost, or other charge and to collect a fee for processing the payment by credit card.
(b) 
The processing fee shall be in an amount that is sufficient to offset the expense incurred by the city in processing the payment by credit card; provided, however, that the processing fee shall not exceed five percent of the amount of the fee, fine, cost, or other charge being paid.
(c) 
If, for any reason, a payment by credit card is not honored by the credit card company on which the funds are drawn, the city manager or the city manager’s designee shall collect a service charge from the person who owes the fee, fine, court cost, or other charge in an amount that is the same as the fee charged by the city for the collection of a check drawn on an account with insufficient funds. The service charge is in addition to the original fee, fine, court cost, or other charge and is for the collection of that original amount.
(d) 
The city manager or the city manager’s designee may collect a reasonable fee for collecting payments through the internet in an amount that is equal to the expense incurred by the city in processing the payment through the internet.
