Pursuant to article VIII, section 8.01 of the City Charter, the city council hereby creates a beautification advisory group (BAG). This group will serve in an advisory capacity only and will have no powers to establish policy, regulations or procedures for the city.

The beautification advisory group (BAG) is a volunteer group that is formed to assist, augment and advise city council and city staff in matters related to the beautification of the city. The BAG may conduct activities to achieve the following purposes, as resources permit:
(1) 
Provide and/or coordinate volunteer labor or other volunteer groups to assist in improving and maintaining the landscaping or other aesthetic improvement of city property.
(2) 
Provide and/or coordinate volunteers to assist in city clean-up activities.
(3) 
Provide and/or coordinate volunteers to implement city sponsored Christmas lighting displays, including “Christmas by the Highway,” and Christmas lighting contests and other activities as may be authorized by city council.
(4) 
Provide and/or coordinate assistance to city staff in planning and conducting activities or special events that improve the appearance of the city.
(5) 
Develop plans and ordinance recommendations that will be presented to and coordinated with the city council, the city manager and the planning and zoning commission to ensure compatibility with the city’s comprehensive plan.
(6) 
Conduct public meetings to solicit and obtain suggestions for projects or activities that would improve the aesthetic appearance of the city.
(7) 
Prepare and present reports and recommendations to the city council as needed.

(a) 
The beautification advisory group shall consist of no fewer than three and no more than ten property owners, residents or volunteers who are appointed by the city council. No more than one member of the city council and no more than one member of the planning and zoning commission may be appointed to the beautification advisory group.
(b) 
BAG members appointed by the city council shall serve indefinite terms. The appointed members serve at the pleasure of the city council and may be appointed or removed at the discretion of the city council.
(c) 
Members of the beautification advisory group shall serve without compensation but may be reimbursed for actual expenses with approval by the city manager.
(d) 
The beautification advisory group will adopt rules to govern its proceedings that are consistent with this article, the City Charter and state law.
(e) 
The BAG will elect from the appointed members a chair, vice chair and secretary.
(f) 
All beautification advisory group meetings will be open to the public and shall be posted and conducted in compliance with the Texas Open Meetings Act.
(g) 
A quorum is three BAG members or one-third of the appointed membership, whichever is greater.
(h) 
All members present including the chairman shall vote on every motion. A member who abstains from a vote, with or without cause or conflict, shall have their vote recorded as “abstained” but no vote will be counted for or against the motion as though that member were not present.
(i) 
The BAG shall keep minutes of its proceedings which shall be prepared within 15 business days of the meeting. The minutes will be presented to the BAG members for approval at the next BAG meeting and filed with the city secretary within ten business days of approval.
(j) 
The group shall schedule meetings as appropriate to accomplishing its purposes. As a general rule a meeting may be scheduled once each month.
