Beginning with the October 2013 solid waste billings, the city shall charge a per customer per month administrative fee as named and set forth in the City of Granite Shoals General Fee Schedule to its solid waste customers for the purpose of financing additional city-wide cleanup days each year.
Monies collected resulting from this section shall be placed in a separate fund, restricted for use only for the purpose of city-wide clean up efforts.
