For the purpose of providing minimum standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, quality of all buildings and structures within the city and certain equipment specifically regulated herein, the 2021 edition of the International Energy Conservation Code, as published by the International Code Council, a copy of which is on file in the office of the city secretary, is hereby adopted and designated as the energy conservation code of the city to the same extent as if such code were copied verbatim in this article. The title of this article shall be the "Energy Conservation Code of the City of DeSoto," and it may be cited as such.

Where the comprehensive zoning ordinance of the city contains regulations that are more restrictive than the regulations contained in the International Energy Conservation Code, the provisions of the comprehensive zoning ordinance shall control.

The International Energy Conservation Code adopted herein is amended as provided in this section. All references to section numbers in the text of this section shall be construed as if followed by the words "of the International Energy Conservation Code," unless clearly indicated to the contrary.
