Indoor Sports Facility.
For the purpose of this article, an indoor sports facility
is defined as an indoor structure that provides training facilities
for a variety of sports including, but not limited to, gymnastics,
basketball, ice hockey, soccer, football, wrestling/martial arts,
tennis, volleyball, swimming, racquetball and handball. This facility
could also provide for indoor league sports and competitions. A health
and fitness facility, indoor jogging or running tracks as well as
meeting rooms for conferences and parties could also be part of the
use. A snack bar, associated minor retail sales, and other support
facilities are also permitted provided they are secondary to the primary
uses listed above.

(a) For
all organized competitions, events, leagues, tournaments or other
special events, an indoor sports facility must have off-duty peace
officers providing police security. Police security must be provided
at a ratio of one (1) officer per seventy-five (75) patrons at maximum
seating capacity. Police security must be present during the time
that the patrons will be at the function, and must remain until all
patrons have left the building. Police officers must be licensed through
the Texas Commission on Law Enforcement Officer Standards and education
or successor entity and must meet the definition of jurisdictional
powers under state statutes to function as a peace officer within
the city limits.
(b) During
each applicable event, an indoor sports facility must post a sign
measuring at least eight (8) inches by eleven (11) inches within three
(3) feet of the main entrance to the indoor sports facility stating
that police security is being provided at a ratio of one (1) officer
per seventy-five (75) patrons at maximum seating capacity. The font
for the sign shall be either Times Roman or Arial at 60 point.
