Pedestrians shall be subject to traffic-control signals as provided in this chapter, but at all other places pedestrians shall be accorded the privileges and shall be subject to the restrictions stated in this chapter and state law.

No person shall ride on any vehicle upon any portion thereof not designated or intended for the use of passengers. This provision shall not apply to any public employee of the city or agent thereof engaged in the necessary discharge of a duty or to persons riding within truck bodies in space intended for merchandise.
