A nonrefundable application fee in the amount of fifty dollars
($50.00) must be submitted with the certificate of registration for
a newly established credit access business at the time of applying
for a certificate of registration or when submitting an application
for renewal of the certificate of registration at least thirty (30)
days before expiration of the current registration.
