The mayor, mayor pro tem, city secretary/treasurer, and any
city administrator may sign any draft for approved and authorized
expenditures of city funds or the withdrawal from or adding to certificates
of deposit as approved by the city council. The signature of at least
one elected person (mayor or mayor pro tem) and the city secretary,
or, in the absence of the city secretary, the city administrator,
shall be required on each draft or disbursement.
