The following words and terms when used in this section shall have the meanings defined as follows:
Audio kits.
Reading material that is recorded on cassette or DVD.
Books.
A collection of printed or manuscript pages sewn or glued together along one side and bound between rigid boards or flexible covers.
Cassette.
A sealed plastic case containing a length of audiotape or videotape wound around spools ready for use.
DVD.
An optical compact disk that can store a large quantity of video, audio, or other information.
Flash drive.
A small electronic device containing flash memory that is used for storing data or transferring it to or from a computer, digital camera, etc.
Paperbacks and magazines.
Reading materials contained in a flexible paper binding.
VCR.
An optical compact disk that can store a large quantity of video, audio, or other information.
Visible media.
A channel or system of communication, information or entertainment on a VCR or DVD tape or other type of electronic recording device.

Library card fees for the use of materials outside of the library facilities shall be as follows:
(1) 
Any person who resides within the city limits or a student of Castleberry Independent School District that resides in Sansom Park may obtain the first library card at no charge.
(2) 
All replacement cards shall be issued for a fee of $6.00 (six dollars) each.

Any library patron who willfully detains any book, magazine, tape or other property belonging to the public library for thirty (30) days after notice in writing to return the same, given after the expiration of the time which such property may be kept, the library patron shall be charged the cost of replacement and associated processing fee and their library account will be suspended until such charges are paid in full.

It shall be unlawful for any person to fail to return to the public library within the standard library loan period or to permit or to cause the defacing, destruction, mutilation or damaging of any books, periodicals, tapes or other materials on loan to them from the public library. The person to whom such books, periodicals, tapes or other materials are checked out to from the library shall be deemed to be prima facie responsible for the condition of any such materials until returned by them to the public library.

A circulation policy is adopted by resolution and may be amended by resolution that monitors and regulates library procedures, fees or fines, card usage, card renewal, blocked, stolen or lost cards, borrowing of materials, TexShare Cards, check out policies, renewing and return of materials to the library, claims and damages and other regulations and guidelines pertaining to the administration of the city library.

An Internet Use and Safety Policy is adopted by resolution and may be amended by resolution that monitors and regulates the uncensored access to the Internet as one means of fulfilling its mission to “address the informational, educational, recreational and cultural needs of all individuals. All Internet resources accessible through the library are provided equally to all users, with the understanding that it is the individual user’s responsibility to demonstrate judgment, respect for others, and appropriate conduct while using public library resources and facilities.”
