There shall be taxed, as costs, in each criminal prosecution in the municipal court of the city, the amounts as specified in V.T.C.A., Government Code, section 102.001 et seq.

(a) 
In cases where the defendant is convicted, he shall be liable for the amount of his fine and in addition thereto, the costs of court, consisting of such fees provided in section 7.01.001 as are applicable to his case.
(b) 
In the event of failure to pay his fine and costs, the defendant shall be confined in jail and shall be allowed a credit of three dollars ($3.00) for each twenty-four (24) hours he shall remain in jail, and he shall be so confined until his fine and costs are paid or until he shall have served such time as shall entitle him, at the rate of three dollars ($3.00) per day, to credit for the full amount of his fine and costs.
