There is hereby created a municipal court technology fund. This fund shall be administered under the direction of the governing body of the city.

All defendants convicted in a trial for a misdemeanor offense in municipal court shall be required to pay a four dollar ($4.00) technology fee as a cost of court. A person is considered convicted for purposes of this article if a sentence is imposed on the person, the person receives community supervision, including deferred adjudication, or the court defers final deposition [disposition] of the person’s case. The technology fee shall be collected by the municipal court clerk and paid to the official who discharges the duties of municipal treasurer for deposit in the municipal court technology fund.

The municipal court technology fund may be used only to finance the purchase of technological enhancements for the municipal court of record, including:
(1) 
Computer systems;
(2) 
Computer networks;
(3) 
Computer hardware;
(4) 
Computer software;
(5) 
Imaging systems;
(6) 
Electronic kiosks;
(7) 
Electronic ticket writers; and
(8) 
Docket management systems.
