There are 16 outfall points where stormwater runoff leaves the
city. Of those 16 outfall points there is established 11 outfall sampling
points and 2 grab sample sites that could be used for a total of 13.
Enclosed is the mapping that plots on the city’s base map those
outfall points. The base map is separated into sectional outfall location
maps (also enclosed) described as follows:
(1) Stormwater base map.
(Enclosed as “Stormwater
Base Outfall Map” of entire city.)
(A) Base map.
The base map plots the 16 outfall lines where
stormwater runoff would exit the city. Outfall lines are color coded
RED. The main receiving drainage. channels or surface areas where
stormwater runoff is received in the city are color coded GREEN. Drainage
flows within the city consists of surface drainage, underground conduits
and runoff through the drainage channels and ultimately all runoff
outfalls to the West Fork of the Trinity River as the MS4 receiving
stream. The Trinity River is located on the west, south and eastern
boundaries of the city and drainage flow is primarily from the northeast
to southwest throughout the city. There are outfall points where the
runoff leaves River Oaks either though drainage channels or surface
runoff or as a part of an underground stormwater conduit interconnecting
with the City of Fort Worth drainage system.
(B) Stormwater outfall base map.
The base map plots the
main drainageways and the outfall points of the entire city. The outfall
points are:
(i) Surface drainage from Drainage Basin WF11 from north end of city
(sample to be taken on city property before the Trinity River).
(ii)
Underground pipe under street then natural surface drainage
in Drainage Basin WF11 across private property to Trinity River (on
private property).
(iii)
Underground drainage pipe from WF11 across private property
to Trinity River (on private property).
(iv)
Underground drainage pipe from WF11 across private property
to Trinity River (on private property).
(v) Combination surface drainage and underground drainage piping in WF11
to Baylor Ave.; underground storm drain flows back west on Baylor
Ave. and terminates in manhole at the dead-end of Baylor Road at the
west city limits (sampling point at manhole).

taken from the concrete lined drainageway on the north side of River
Oaks Blvd. in the 5600 block.)

Drainage Basin WF11 to the Trinity River. (Samples would have to be
taken from the drainageway ravine on the south side of River Oaks
Blvd.)
(ix)
Drainage channel from River Oaks to Fort Worth that flows north
to south under Sam Calloway Road through an underground conduit and
interconnects to an open earthen channel in Fort Worth that ultimately
flows to the Trinity River (Drainage Basin WF8). (Samples can be taken
from outlet on the north side of Sam Calloway Road in the right-of-way
before flowing south through an underground conduit under Sam Calloway
Road into the Fort Worth drainageway that flows from there into the
Trinity River).
(x) Surface drainage only from Drainage Basin WF7 in River Oaks south
into Fort Worth (natural drainage flow into Fort Worth). (Any sampling
would have to be a grab sample taken from the street right-of way.)
(xi)
Surface street drainage on Churchill Road to Fort Worth and
ultimately to the Trinity River in Drainage Basin WF12 (street drainage
into Fort Worth).

Surface drainage from Worthview and Shear Drive into street
inlets on Shear Drive that drains underground from Shear Drive in

This map plots the far north
to northwest portion of River Oaks from Roberts Cut Off Road west
to the Trinity River and north to south from the city limits to Notre
Dame Avenue in the north part of Drainage Basin WF11 and includes:
a. 4 outfall points (in RED) (#1 through 4) with 1 sampling site at
Outfall Point #1 that is representative of all 4 underground stormwater
conduits that receive runoff from the rear of Yale Street properties
in Drainage Basin WF11, then drains west under Inspiration Lane and
then at a point on private property free flows on the ground surface
across the properties in a westerly direction to the West Fork of
the Trinity River;
b. 1 outfall point (#5) (in RED) and 1 sampling site at outfall point
(#5) where underground stormwater conduit from Drainage Basin WF11
flows east to west on Baylor Ave. into a receiving manhole on the
far west end of Baylor Avenue at the River Oaks city limits where
it goes into Fort Worth;
c. Surface drainage from streets and earthen drainageways (in GREEN)
with the direction of runoff flow indicated on the map;
d. 1 sample site located on city property at 1900 Nancy Lane from Outfall
Point #1 is representative of all 4 outfall points. Note: 5 outfall
points; 2 outfall sample sites.
(ii)
Map 2A - WF 7, 8 & 11 (NW x SW):
This map
plots the southwestern section of Drainage Basin WF11, west side of
WF7 and Drainage Basin WF8 covering the area from Notre Dame Avenue
south to River Oaks Blvd.; then in a south by southwest direction
from River Oaks Blvd. in Drainage Basin WF8 from Roberts Cut Off Road
on the east end to Sam Calloway Road on the west end at the city limits
boundary and includes:
a.
Outfall Point #6 (in RED) is the point where drainage flow is
received from surface street drainage on Meandering Road through an
earthen channel located in the City of Fort Worth;
b.
Drainage flow from Meandering Road would have to be sampled
at the street inlets in the 5800 block of Meandering before entering
the drainageway located north of Meandering Road in Fort Worth on
property belonging to Camp Carter;
c.
Outfall Point #7 is a combination of surface and underground
conduit drainage along the north side of River Oaks Blvd. flowing
from east to the west from Roberts Cut Off Road to the city limits
with Fort Worth in Drainage Basin WF11 where the, drainage flow runs
off into the Trinity River. (Samples representative of this outfall
area would be taken from the concrete lined channel in the 5600 block
of River Oaks Blvd.);
d.
Outfall Point #8 is surface drainage along the south side of
River Oaks Blvd. flowing from east to the west from Coates Drive to
the city limits with Fort Worth in Drainage Basin WF11 where the drainage
flow runs off into the Trinity River. (Samples representative of this
outfall area would be taken from the drainageway at the city limits);
Note: Drainage flow on the south side of River Oaks Blvd. is not connected
to the north side of River Oaks Blvd. Both sides drainage flows are
independent of each other according to the natural flows in this area.
The north side receives drainage flows from the residential areas
north of River Oaks Blvd. and also receives from stormwater runoff
east to west on the north side of River Oaks Blvd. from Roberts Cut
Off Road to the western city limits with Fort Worth. The south side
flows in two different directions; first it flows from Coates Drive
back east to Robert Cut Off where it interconnects with drainage flows
back south on Roberts Cut Off Road to the southernmost boundary of
the city, then secondly from the other side at Coates Drive the flow
is on River Oaks Blvd. west to the Trinity River and the westernmost
boundary of the city.
e.
Outfall Point #9 is stormwater runoff from the drainageways
in Drainage Basin WF8 from River Oaks to Fort Worth that flows north
to south under Sam Calloway Road through an underground conduit and
interconnects to an open earthen channel in Fort Worth that ultimately
flows to the Trinity River. (Sampling point would be from the inlet
on the north side of Sam Calloway Road in River Oaks);
f.
There are 4 outfall points and 4 sampling points plotted on
Map 2A. Outfall Point #5 at the top of the map on Baylor Avenue has
already been included in Map 1.
(iii)
Map 2B - Meandering Road:
In Drainage Basins WF7
& WF11 and plots the drainage flows on Meandering Road from Roberts
Cut Off Road in River Oaks to the city limits. 1 outfall point is
duplicated from Map 2A (#6) from River Oaks to Fort Worth and the
other outfall point located on the westernmost end of Meandering is
in Fort Worth city limits and is marked “TO FORT WORTH”
and therefore is not designated to be an outfall sampling site for
River Oaks. The only outfall sampling site for Meandering Road was
previously indicated on Map 2A at 5800 Meandering Road. There are
no additional outfall sampling sites on this map.
(iv)
Map 3A - WF 7, 8, 10 & 12 (SE City):
This
map plots drainage flows within Drainage Basins WF 7, 8, 10 and 12
in the southeastern portion of the city. This map plots the city drainageways
in GREEN west to east from Roberts Cut Off Road to Churchill Road
located south of River Oaks Blvd. and from north to south at Ohio
Garden Road south to the southernmost city limits in Drainage Basins
WF7, WF8, WF10 and WF12. There are 3 outfall points plotted on this
map (in RED) as follows:
a.
Outfall Point #10: Surface drainage from within Drainage Basin
WF7, north to south to Melbourne and then by natural flow into Fort
Worth. Sampling would have to consist of grab sample from street right-of-way
(not a designated outfall sampling point);
b.
Outfall Point #11: Surface drainage from within Drainage Basin
WF12. Drainage Basin WF12 includes all the property belonging to Castleberry
Independent School District for the High School and Administration
Building that surface drains to Fort Worth at White Settlement Road
and runs off into the Trinity River (sampling would be a grab sample
from the street right-of-way) (not a designated outfall sampling point);
c.
Outfall Point #12: Surface drainage from Worthview and Shear
Drive into street inlets on Shear Drive that drains underground from
Shear Drive in River Oaks and interconnects on Churchill Road with
Fort Worth Storm Drainage System (sample to be taken at box inlet
in Drainage Basin WF10 located on the vacant lot at 329 Churchill
Road) (Block 6, Lot 12; Doyle-Head 2nd Filing).
(v)
Map 3B - WF 6 & 7:
This map plots drainage
flows within Drainage Basin WF7 located in the centermost portion
of the city from a line west to east from Roberts Cut Off Road to
Long Avenue and northwest by southeast from Roberts Cut Off Road to
River Oaks Blvd. in the centermost section of the city, then an area
south by southwest from River Oaks Blvd. to Barbara Road that is located
west to east in an area bounded by Roberts Cut Off Road on the west
end to Churchill Road on the east end and includes 2 small areas east
of Churchill Road; (1) an area southeast of River Oaks Blvd. from
Churchill Road to the city boundary with Fort Worth and (2) on a line
from Churchill Road south by southeast to Barbara and Isbell Road
at the southeastern boundary with Fort Worth. This vast area of the
city includes:
a. Drainage Channel plotted in GREEN from Thurston Road on the north
throughout River Oaks in Drainage Basin WF7 to Barbara Road on the
south; then southeast to its interconnection with the Fort Worth drainage
system on Isbell Road;
b. 2 outfall points and 2 sampling points (#13 and #14) plotted in RED
at the east city limits; one at Banks/Ohio Garden Road and the other
on Barbara Road and Isbell Road; both points interconnect with Fort
Worth at the city limits;
c. Combination of surface street drainage and drainageways are also
plotted in GREEN north to south within WF7 and northwest from Long
Avenue southeast to Barbara Road and Isbell Road at the city limits
boundary with Fort Worth.

Map 4 - WF 5-6 (NE):
Area of River Oaks from the
upper northeast city limits south to River Oaks Blvd. and west to
east from Long Avenue to Highway 199 (Jacksboro Highway) within Drainage
Basins WF5 and WF6 including Outfall Point 15 and 16 as follows:
a.
Drainageway plotted and color coded GREEN flows north to south
behind the properties in the 2600 Jacksboro Highway coming from Fort
Worth on the north and exiting River Oaks on the south back into Fort
Worth;
b.
There is 1 inlet point (GREEN) at the north end (top) of the
map where the drainage channel in the rear of the properties in the
2600 block of Jacksboro Highway receives stormwater runoff from Fort
Worth and an outfall point (#15) (plotted in RED) where the drainageway
behind the 2600 block of Jacksboro Highway in River Oaks interconnects
with Fort Worth in the inlet at River Oaks Blvd. The sampling point
for 15 would be from the outlet flow at River Oaks Blvd. Note: It
would be necessary to sample the inlet flow and the outlet flow in
order to indicate any differences in toxin levels from Fort Worth
through River Oaks;
c.
Outfall Point 16 is combination surface drainage from Hillside
Drive and Hilltop Circle in River Oaks into the street inlet on the
west side of Hillside Drive; then underground from the street inlet
east under Hillside Drive through an underground conduit in a dedicated
easement that interconnects with the drainageway in Fort Worth located
behind 1509 Hillside Drive (sample point for 16 is located behind
1509 Hillside Drive where the conduit pipe discharges into Fort Worth
drainageway).
