(a) 
The city council shall meet at least once per month on a date determined by the city council, at 6:30 p.m. or such other time as set by the city council, at the city hall or such other designated location within the city limits, to transact all city business and shall call as many special meetings as will be required to handle any emergency business that might arise.
(b) 
All regular and special meetings of the city council shall be open to the public.

(a) 
The mayor and each councilmember shall be fined $3.00 for each meeting, whether regular or special, which he or she fails to attend, unless on account of his or her own sickness or that of family, or absence from the city.
(b) 
Any member of the city council remaining absent for three consecutive regular meetings, unless prevented from attending by sickness, without first having obtained leave of absence at a regular meeting, shall be deemed to have vacated his office, and the mayor shall proceed to fill the vacancy in accordance with law.

(a) 
Each member of the city council, being five in number, shall be elected from single-member geographic districts as designated by the city council by number and person.
(b) 
The mayor shall be elected from the city at-large.

The redistricting plan depicted in the maps and data attached to Ordinance 01-04, adopted June 19, 2001, is hereby approved and adopted. The redistricting plan adopted by this section shall be effective, subject to United States Department of Justice pre-clearance, on January 1, 2002, and for all subsequent elections. It is expressly understood that implementation of this redistricting plan shall not take place until the receipt of pre-clearance approval by the United States Department of Justice.
