The city manager shall appoint the director of public works of the city, subject to confirmation by the city council. The director of public works shall be the chief administrative officer of the water and sewer department, the streets department, the parks and cemetery department, and the sanitation department.

The director of public works shall be appointed for an indefinite period and shall be subject to discharge at the will of the city manager without confirmation of the discharge by the city council.

The director of public works shall receive such compensation as the city council shall fix from time to time.

(a) 
Appointment.
The city manager shall appoint an assistant director of public works without confirmation by the city council.
(b) 
Powers and duties.
The assistant director of public works shall be the second ranking administrative officer of the water and sewer department, the streets department, the parks and cemetery department, and the sanitation department, subordinate only to the director of public works.
(c) 
Term of office; removal.
The assistant director of public works shall be appointed for an indefinite period and shall be subject to discharge at the will of the city manager without confirmation of the discharge by the city council.
(d) 
Compensation.
The assistant director of public works shall receive such compensation as the city council shall fix from time to time.
