There is hereby created the “electrical examiners and advisory board,” hereafter referred to as the “electrical board.” Voting members of the electrical board shall be recommended by the mayor and appointed by the city council.

(a) 
Composition.
The electrical board shall consist of seven voting members, all of whom shall maintain residency within the corporate limits of the city. The electrical board shall be composed of the electrical inspector, two master electricians of the city and four property owners of the city who shall have knowledge of building construction and electrical materials through experience as a contractor, engineer, architect, supplier of building construction and electrical supplies or other experience in a related field that would enable him to render service in the interpretation of the provisions of this article. The electrical inspector shall serve as chairman on the electrical board and shall cast his vote only in the event of a tie.
(b) 
Quorum.
Any four members of the electrical board shall constitute a quorum.

(a) 
Term.
Members of the electrical board shall hold office for two years from the date of appointment. For the purpose of alternating appointment terms, the first term appointment for one master electrician and two homeowners shall be for one year. The term of each electrical inspector shall be equal to the tenure of each electrical inspector of the city.
(b) 
Removal.
When good cause exists, any member of the electrical board may be removed from office by the mayor and city council.
(c) 
Vacancies.
Vacancies shall be filled upon recommendation of the mayor with appointment by the city council for any unexpired term.

(a) 
The electrical board shall meet as soon after appointment as possible and select a vice-chairman and a secretary from within its number.
(b) 
The secretary shall keep and maintain a complete written record of all proceedings of the electrical board.

(a) 
Recommendation of changes to regulations.
The electrical board shall meet to review any suggestions of improvements to the rules and regulations of this article. Each proposed item of improvement shall be considered separately and supported by a majority vote of the electrical board for recommendations to the mayor and city council. All recommendations shall be submitted in writing to the mayor and city council for their consideration.
(b) 
Power of examination.
The electrical board shall have the power to adopt the rules and policies for the examination of applicants for electrical licenses. No rule or policy shall be applicable unless it has been incorporated in the minutes of an electrical board meeting prior to its application.
(c) 
Power of interpretation.
The electrical board shall have the power to interpret the intent and meaning of this article and the National Electrical Code.

(a) 
Meetings.
For the purpose of reviewing and recommending improvements to this article, the electrical board shall meet four times a year on each fifth Thursday of the month; however, this may be changed to meet the convenience of the majority of the electrical board. Special meetings may be called by the chairman or any two members of the electrical board. Such meetings shall be open to the public with notice of time, date and location posted on the bulletin boards located in city hall in accordance with the Open Meetings Law, V.T.C.A., Government Code, chapter 551.
(b) 
Appeal procedure.
The electrical board shall meet to act as the “electrical appeals board” both to interpret the meaning of this article and the National Electrical Code and to settle any differences of interpretation between the electrical inspector and any permit holder or prospective permit holder. Such appeal shall be perfected in writing to the electrical inspector stating the appellant’s name and address with a brief description of his grievance. The electrical inspector shall fix a date within seven days, at which time the board shall hear the testimony of all parties concerned and shall render a decision in accordance with its finding within seven days. A member of the electrical board shall have no vote on his own appeal before the electrical board. Any person or persons aggrieved by any decision of the electrical board may appeal the decision to the mayor and city council in accordance with division 6 of this article within 10 days of the decision rendered by the electrical appeals board.
