The building official, the city plumbing inspector, the city health officer, the fire chief, and the chief of police, or their designated representatives, are authorized and directed to make such inspections in a legal manner as are necessary to determine compliance with this article.

(a) 
Upon determination by the building official, the city plumbing inspector, the city health officer, the fire chief, or the chief of police, or their designated representatives, that there has been a violation of any provisions of this article, notice of the alleged violation shall be served on the responsible party as herein provided.
(b) 
Notice shall satisfy the following requirements:
(1) 
Contain a statement of the reasons for the issuance;
(2) 
Provide a reasonable time for the performance of the corrective action required;
(3) 
Be served upon the violator, his or her agent, or the occupant; provided that the notice or order shall be deemed to have been properly served upon the permittee, agent, or occupant when a copy thereof has been sent by certified mail to his or her last known address or served by any other method authorized by the laws of the state; and
(4) 
Contain an outline of the remedial action which, if taken, will effect compliance with the provisions of this article.

In the event of an emergency posing an immediate and serious threat to the health, safety, or welfare of the public, the building official, the city plumbing inspector, the city health officer, the fire chief, or the chief of police, or their designated representative, may, without notice or hearing, issue an order reciting the existence of the emergency and specifying the reasonable and necessary action required to alleviate the source of the emergency, including the disconnection of utilities if reasonably necessary. Notwithstanding any other provision of this code, the order shall be effective immediately. Any person to whom such an order is directed shall comply therewith immediately.
